Are you an eligible IHSS Recipient or an Authorized Representative who needs a Care Provider? The San Benito County Public Authority Registry is a free referral service that primarily focuses to help connect IHSS consumers with pre-screened Independent Providers (IP) by managing a registry where consumers can request a list of potential providers to perform the consumer’s authorized services.

What is a Registry Provider?

A registry provider is an Independent Provider (Independent contractor/self-employed) who has completed an online enrollment process and a background check. A registry provider (IP) is responsible for performing authorized IHSS services to the consumer and get paid at the rate set by each county for IHSS providers.

As an ongoing condition of Registry participation, all Registry participants (Providers and Consumers) must comply with the User Registry Agreement and cooperate fully with the Registry personnel. Public Authority staff will provide you with a referral list that may include up to six potential providers with their name and contact information.

How Do I Hire My Care Provider?

The consumer (or their authorized representative) is responsible for contacting and scheduling a phone or in-person interview with the provider; an interview is part of the hiring process therefore providers do not get paid for that time. During your first meeting with a new provider, it is important to discuss what you expect and talk about any difficult issues and agree on things before the provider starts work.

After you have chosen who you want to hire as your Care Provider, you (or your Authorized Representative) will need to complete the In-Home Supportive Services (IHSS) Recipient Designation of Provider (SOC 426A) or request an Active Provider Packet by calling your case Social Worker or the Public Authority at 831.634.0784 or email at PA-IHSS@sanbenitocountyca.gov to request an Active Provider Packet.

You may hire your Care Provider electronically using the Electronic Services Portal (ESP), with the eHire method, time sheets may become available within 30 minutes.

IHSS Consumer and Provider Job Agreement

Having an agreement between you and your Care Provider can assist with explaining job duties and work schedules. It can also be used as a signed record of agreed upon responsibilities.

What Types of Behaviors are Considered Offensive?

To facilitate professional and respectful employer/employee relationships between IHSS Recipients and Registry Providers, the Public Authority staff will review any complaints and determine which actions to take, including the right to remove a Provider or Consumer, this action is subject to a grievance process detailed in the User Registry Agreement.
