What is the Public Authority and what do we do?

The Public Authority assists in administering the In-Home Supportive Services (IHSS) program, ensuring smooth operations and compliance with regulations and guidelines, managing the enrollment process, facilitating provider orientation, and conducting background screenings for all IHSS providers. The Public Authority also manages and maintains a Registry of screened, qualified and suitable caregivers (providers) and provides referral lists of available caregivers to IHSS recipients (consumers). The Public Authority acts as the employer of record for IHSS providers for purposes of collective bargaining, negotiating wages and benefits with unions representing providers. We provide training and educational resources for both consumers and providers, helping them understand the program and their roles. We offer support and advocacy services to both consumers and providers, addressing issues and concerns that may arise. The Public Authority assists consumers in their role of supervising caregivers (providers) and help with communication issues between the consumer and provider.

IHSS Provider Online Enrollment and In-Person Appointment

Using your home computer, smartphone, or tablet, you can complete all the required enrollment forms, watch the required orientation videos, and schedule your in-person appointment to provide your ID and Social Security cards to be uploaded into the computer system.

The Public Authority manages and maintains a Registry of screened, qualified and suitable caregivers (providers) and assists the IHSS recipients (consumers) with a referral list of available caregivers that meet their services needs so the recipient can remain safely in their home.

In-Home Supportive Services (IHSS)

The In-Home Supportive Services (IHSS) program arranges for and helps pay for services to enable elderly, blind or disabled persons to live safely and independently in their own homes.

Before you begin. If you are seeking employment and currently do not have a recipient, you first need to complete a Registry Application and pass a Reference Check.

Before you begin you must be 18 or older (see Step 2 for more information.)

  • Create your unique user profile & complete your online orientation through the Provider Enrollment Application. This includes watching the mandatory orientation videos.
  • Complete and sign the required enrollment documents.
  • Schedule and attend at your convenience, an In-Person Appointment at our Hollister Campus.
  • Present a valid, unexpired Government issued ID & Social Security Card
  • Receive an application for a Department of Justice (DOJ) Criminal Background Check (Live Scan form), and additional informational notices
    • You can print this form through the online enrollment process and complete your Live Scan before your in-person orientation appointment. If you don’t have access to a printer, the Live Scan form will be provided to you during orientation see Step 3.
  • Attend presentation with SEIU 2015 California’s Long-Term Caregivers
     
    IMPORTANT!
    • Names on ID & Social Security Card must match exactly. If you cannot provide current ID & Social Security Card, or names do not match, your appointment will be rescheduled.
    • Care Providers who are under the age of 18 must have their legal guardian present at their In-Person Appointments and will need to submit a work permit signed by their school before they can become hired.

  • To be able to complete and submit timesheets, you must be registered on either the ESP or TTS, Electronic Services Portal (ESP) at etimesheets.ihss.ca.gov.
  • To register for the Telephone Timesheet System (TTS) call (833) 342-5388.
  • Your recipient or their (Authorized Representative) will complete the form SOC 426A (Recipient Designation of Provider).
  • The SOC 426A may be obtained by contacting the IHSS Social Worker at 831-630-5153.
  • Once you are hired by an IHSS Recipient, you will be linked to the IHSS Recipient’s case & you will receive via United States Postal Services:
    • SOC 2271In Home Supportive Services (IHSS) Program Provider Notification of Recipient Authorized Hours and Services and Maximum Weekly Hours.
    • To be able to complete timesheets and receive payment for your services, you must be registered in either the Electronic Services Portal (ESP) or Telephone Timesheet System (TTS) see Step 4.
More Information Regarding Tier 1 & Tier 2 Exclusionary Crimes:
Under state law, if you have been convicted of or incarcerated following a conviction for certain exclusionary crimes within the past 10 years, you are not eligible to be enrolled as a provider or to receive payment from the IHSS program for providing supportive services except as specified.  There are two categories of exclusionary crimes.

Below are some frequently asked questions.

Everyone applying to be an IHSS provider must have a background check using the form available online or at your in-person orientation appointment. For additional locations visit the State Attorney General website click here for live scan locations.

An IHSS provider only needs to enroll one time to be allowed to be paid by the IHSS program. It does not matter how many IHSS consumers you work for.

If you need assistance, you can watch training videos on your ESP portal under the Resources Tab, also you can call the Help Desk at 1-866-376-7066. If you need additional help, ask a family member, friend or neighbor to help.
